National Guard - ROTC?

I'm going to be a Freshman in College this Fall at Dixie State College of Utah. I'm curious in knowing if the ROTC for National Guard is available for Freshmen. Also, is the ROTC considered an elective in college? Sorry if this question seems dumb but I just want to clarify this before I get myself into something I don't actually want to do. Thanks.
