Who created dubstep? And is there a dubstep application I can download on my laptop?

I just wanted to know the person who created or first came up with the unique dance music. And I currently use Virtual DJ and they came out with a new version (which is sick!), but anyway I haven't been able to find one where I can make dubstep. Does anyone know where I can find an application?
