How much money do I need to open a studio-backery? see details bellow...?

This is not your typical bakery. This studio I am trying open will function like a bakery-studio where we will create art in form of cakes. So if is there anybody who can advice me what resources i need to do this. The location should be fairly low rent since it will not be prime location (no walk-in) no cashiers, no registers,...everything will be custom designed and delivered. Do i need a license,...and do you think i can get a loan from somewhere,..but how much?
